Lithuania. The Foreign Office stated to the local press that the
Lithuanian Premier declined the Polish proposal to meat In Geneva
under pretext that the session of the League being carried on at the
same time' would absorb so much the attention of all delegates that
it would be impossible to do serious work. The note also refuses
to accept the invitation on the basis of the formal point of view
as the invitation has been issued to Lithuania not by Mr.Zaleski,
the Chairman of the Polish delegation to Lithuania,but by Mr#
Holowko,the vice-chairman.
The refusal of Mr.Waldemars to meet in Geneva has been
understood by the local press as the undesire of Mr.Waldemares
to submit the P lish-Lithuanian negotiations to the control of the

League,
The third report of Mr.Dewey appeared • In this report Mr. Dewsy
speaks of the necessity to establish a long term credit for agrarians
and the necessity of imporving certain branches of idnsutry in
order to reduce the imoort ,this especially concerns textiles and
