Foreign Affaiiis. . Mr.Zaleski pronounced yesterday a long expose on Polandfs
foreign relations. He spoke of ev rything -'the Greek earth quake, the Afgan
visit, the trouble in the Far East and conditions in most European countries.
The most interesting part of the speech related to the Polish point of view
in regard to the Keloggfs proposals The r marks of the Minister are vexy
close to those of Briand, The Minister said that Poland has been greatly
gratified to see the Great American Republic make a proposal very similar to
that of Poland made last Fall to members of the League. Poland carrying on
a peaceful policy aaa very gratified to see that while eight months ago
the Polish proposal unacceptable for many countries - today the peaceful
ideas made such a progress that many European.countries met favorably the
Anerican proposal. Poland would join the pact proposed by Mr.Kelogg on
condition: that 1) It is not in contradiction with the Covenant of the League,
2) that is will not exclude the possibility of defence, 3} that it will not
be binding towards countries breaking the pact. The Minister is convinced
that the proposal is in compliance with the first condition - as concerns
the two others he believes that it will possible to harmonize the
Anerican and Polish points of view, Poland will have also another reservation
in case orfe of the countries to whom Anerican air ady has proposed to join^
the pact would insist on modifying article second (peaceful settlement of
conflicts) Poland would insists on stating that all future concilltation and
arbitration activities must be based on existing treaties. Debates on
the speech of Mr. Zaleski will be carried on next Wednesday and Thursday.
The Government press emphasized today the peaceful tendencies of the speech
and the fact that Poland has became an active factor in world policies while
ffars.awianka and Gazeta Warsaawska are not pleased. The Gazeta Warsaawska
reproches the speech to be too general and that the Minister mentioned too
many facts in order to trace the lines of the Polish politics. The
Warsrwianka makes a similar ac usation . The article of the Warszawianka accuse!
the Minister of having no definite attitude towards the Aneriaan proposal -
this accusation is made on an erroneous text of the speech as the Warszawianka
pretends that the Minister stated that Poland would join the pact on the
condition of the three above mentioned facts, which caused the difference
between Messrs.^elogg and Briand - than said that he is convelnced that the
American pact corresponds to the three conditions of Briand.
Loans . During the debates on the ministry of Finance - deputy Trompczynski
stated that the Governm nt had no right to cont act the stabilization loan
without the permiBSioa of the Diet. The Minister of Finance answered that
the matter has been analysed by both Polish and American lawyers and that
it has been found that the Government had the right of contracting the loan
without asking the Diet for approval.
Finances The German press analyses the second report of Mr.Dewey and states
that the latter does not see any danger for Poland on account of the mnfavora-BL
able trade balance.
Trade Balance The trade balance for April brought a deficit of 81 million
zloty0
