Const! tut ion. In view of the privilege of the new Diet .which according
to 1he Constitution will have the right to revise the Constitution
without consulting the Senate, the lew Year press was full of
articles with recomuandations concerning "the proposed changes. The
main trait of all these re command a ti oai was a desire to bring such
or other affinity with the American Consitution. In all recommdations
there is a proposal to introduce a Constitutional Tribunal - something
like the Supreme Court of America having the right to analyse the
constitutionality of all setps of both, the executive and legislative
powero Some of the proposals are very close to the America system, the
bulk, however recommends the mantaining of the parliamentary system
improving it only. The main changes are some limits or restrictions
of the universal voting, then the increase of power of 1he Senate
invest ting it with legislative initiative and the change of the
system of the election of the Senate replacing the universal
voting by delegation or even appointment of Senators*
