Lithuania . The Polish or ss continues to debate on the insolence
of the Lithuanian note and presume that the Government will sand
in the near future another note to Lithuania,this time through
a minor employe of the Foreign Office. This note will state that
the Lithuanian note did not contain an answer to the question when
and where Poland and Lithuania are to com.ience negotiations.
Prof.Birzyska,the Lithuanian journalist ,who arrived in
Warsaw via Vilno,will r main here for two we eks also visiting
•k-rakow and Lwow. He EXix states that he is in Poland privately and
has no whatever political mission. ^^JS?
Germany The first reception for the German businessmen who arrived

in Warsaw took place yesterday. In the meantime the German press
speaks of the new difficulties. It ap ears that Germans do not like
the recent border decree stating that foreigners ha e no right to
purchase real estates in the area of SO kilomters along the border,
and that the voievodas of all border provinces have the right tgf
cancelling all purchasing contracts.
Customs On the first of February Poland introduces maximum tariffs
for all countries with whom has no commercial treaties. For countries
with which negotiations are carried on - this regulation will be
suspended. In view of the fact that Poland negotiates with
Germany,and enters into negotiations with Russia and Lithuania,this
regulation will not affect any country for the time being.
Railways The press announces :;hat on April first,begin Ing of
the new fiscal rear,P0land will increase both passenger and freight
railway tariffs.
Telegraph and Telephone In viewof the necessity of conet ucting
a gr at number of new telephone and telegraph lines the Ministry
of Posts and Telegraphs will call a CMtoaittsa for studying all new
apparatusses in order to purchase the best of them for the ne?/ lines.
Prasident. In viewof the mourning of the Presidential family - the

University The University of Xrafcow protested against the arrest of
