Mr.Zaleski sent a note to Mr.Waldemaras before

leaving for Geneva in which he said that the official publication
of the changed text of the Lithunian Constitution to fefey that
Vilno is the Lithuanian Capital - is othing but a paper-
demonstration which cannot diminish Polish rights to Vilno ehich
rights wore o Gained by oolrtue/ of popular voting in 1922 and
confirmed by the Souncil of Ambassadors in 1923. The change of
the constitution is contradictory to the Covenant of the League
especially to art,10,then it is contradictory to the decision of
the Council of December last as at that time negotiations were
recommended by the League f or estab, ishing normal relations betxveeh
the two oantries while the change of tie Lithuanian Constitution
strongly interfers with these negotiations, Poland promised to
respect the fron iers of Lithuania which ohliges Lithuania to
mutuality.
Foreign Policies The press is atking up the matter of the
forthcoming understanding between France and G ermany and finds
that the understanding between French nationalists and German'
Radicals is much easier than if it wo Id be the case of German
nationalists. The Press states that all German factions insitt on
the revision of their Eastern Frontiers and that it will!be much
easier to German Radicals to find people in sympathy with their

Stone lehstar and Blodget and also the City national for $11,200,000.
Interests 7 percent per annum,rate of issue 89,7, To be redeemed in
SO years. The loan can be also redeemed in 10 years at the
redemption rate of 101.
Cols weather On the second, of June there was one degree under the
freezing point in Krakow and in several other places and snow falls
in Vilno and Gdodno, For 102 years such cold weather was not noted
