Atkinson of the Philippines, I am endeavoring to learn of suitable teachers who
are willing to aid in the educational
work of the Archipelago, and I earnestly
solicit your co-operation.
The circular enclosed states the general qualifications required. But to
advise you more definitely in regard to
the kind and character of workers needed,
allow me to suggest that•they should be
receiving or capable of receiving approximately the same salary here as offered
there, should possess large originality and adaptability, should have
good presence and personality, should
be wholesome in habits and upright
in character, should be able to appreciate the opportunities and the conditions
which will present themselves, should
understand our national ideals, institutions and principles of government, and
should by conduct and life represent the
