Title
A bronze plaque presented by the Volusia County Council to honor Dr. T. Wayne Bailey, a Stetson political science professor known as the father of Volusia County charter government. The plaque, installed on the wall of the rotunda in the Thomas C. Kelly Administration Center in DeLand, Florida, was unveiled on September 8, 2011.
